ORES is the primary electricity and natural gas distribution system operator (DSO) in Wallonia, Belgium. The company is responsible for building, operating, maintaining, and developing the regional distribution networks, including electricity and gas infrastructure as well as municipal public lighting. ORES manages networks across nearly 200 municipalities, covering more than 75% of Wallonia, and serves around 2.7 million residents with essential energy services.

Launch of the commercial flexibility project on the ORES network
Launch of the commercial flexibility project on the ORES network

In view of recent developments in the energy sector, namely the massive electrification of uses and the growth of decentralised generation assets, local flexibility market solutions are being explored by ORES in partnership with the Piclo platform.

As of now (early May), the volumes and zones have already been validated by ORES. However, we are still in discussions with our regulator to finalise the various documents related to these markets (contracts, product sheets). Once this step is completed, the tenders will be published on the Piclo platform. The expected date is around mid-June.

Starting in summer 2026, ORES will then publish a first series of calls for tender (“competitions”) to procure various flexibility services across 5 different locations of the network.

The key dates to remember are as follows:

  • ?? June 2026 : Webinar
  • Summer 2026: Procurement of reactive power services
  • Winter 2026: Procurement of peak‑reduction services

Steps for FSP’s willing to participate or receive information related to this market

  1. Qualification process and framework agreement – We recommend that any stakeholder in the energy sector interested in these initiatives begin the qualification procedures as of today (see links and contact details on the other pages). These processes are non-binding and will allow you to gain quick access to upcoming developments and publications on the topic.

  3. Asset registration
  4. Bidding

Starting at the end of March 2026, ORES will publish a first series of calls for tender (“competitions”) to procure various flexibility services across 9 different locations of the network.

The key dates to remember are as follows:

  • 24 March: Webinar on the project status + demo of the platform usage
  • XX March: Publication of the calls for tender on the platform
  • XX March: Gate opening time — start of the period during which it is possible to submit a bid
  • XX April: Gate closing time — end of the period during which it is possible to submit a bid
  • XX April: Market award
  • Summer 2026: Procurement of reactive power services
  • Winter 2026: Procurement of peak-reduction services
