Credits per kW are set annually from PJM capacity market prices; No competitive bidding process.
PJM emergency DR events trigger curtailment requests; customers must meet firm demand within 30 minutes.
Monthly bill applies demand credits and charges penalties for Non-performance based on measured curtailment.
