Key details
Respondents submit program design and pricing; DR bids under 20 MW have fees waived; winners sign multi-year contracts.
Dispatch will be defined in awarded contracts and may include seasonal or peak-period activations.
Settlement terms are negotiated; Avista requires DR proposals to define baseline, verification, and performance metrics.
